Is it feasible to use wind energy for backup power if you are in a "0" region on the Dept. of Energy's map?

I understand you probably could not depend upon wind energy for complete power, but I’m assuming it’s just not the most cost effective means?

What about just buying components for a person who has the skills to fabricate their own windmill? I’d really like to hear personal stories from people who have done this themselves, but good internet site referrals are welcome, too.
Ok…it’s a one. I’ve looked at so much information, I’ve lost track…

    You’re not getting answers to your question because it is not clear what a "0" region is. PNL wind classes range from 1 to 6, and WES wind classes range from 3 to 1. Neither of these defines a "0" wind class. The extent to which wind power is cost effective depends on the winds at the location where the windmill is installed, which leads back to the question of wind class.

    I would like to install a windmill , unfortunately I do not live in the country and they are very noisy . I would not be granted planning permission for it .

Hi, I’m Erik Astrand and the man behind this site.

My story?
I am about to be 50 and all my life I have been interested in technical things. Not sure if the special interest for the wind, and how to use the wind, started when I as a 5 year old boy and got my first sail dinghy.
